The Washington Resource Conservation & Development (RC&D) Council is a 501(c)(3) non-profit
organization located in Yakima, Washington that facilitates solutions to natural resource challenges

The RC&D serves to provide strategic and group facilitation, financial services through fiscal sponsorship, and project management. RC&D programs include the Yakima Tributary Access Program, Washington Fire Adapted Communities Learning Network, The Chelan Fire Pilot, and Yakima Basin Clean Water Partnership. In additional to these programs the RC&D also supports forest health collaboratives, prescribed fire efforts, and local coalitions through fiscal sponsorships.
The Contracts and Finance Specialist will provide contract and finance/accounting services to the RC&D staff and manage sub-awards and contracts for various projects and programs but will primarily work with communities receiving sub-awards from the Washington Fire Adapted Communities Learning Network.
The Contracts and Project Support Specialist is an expert in contract development as well as financial
tracking and reporting related to contracts and sub-awards. S/he provides support and oversight for all agreements, ensuring compliance with internal policies and procedures, best practices, and local laws; can effectively articulate relevant legal concepts and internal policies and procedures to others; and has a solid understanding of the concept of legal liability and risk management.
S/he may also provide financial/accounting support.
The Contracts and Finance Specialist reports to the WRCD Director and is a key member of the WRCD Team, supporting a geographically dispersed team of 6+ staff. S/he will work closely with
Program/Project Managers as well as Business & Operations colleagues.
RESPONSIBILITIES AND SCOPE
Prepares and analyzes monthly financial reports and data, tracks spending rates and
adjustments, including review of payment of invoices and tracking obligated funds for contractual
Supports contract/grant management processes. Work closely with project managers to prepare
agreements between RC&D and its partners, grantees, consultants and vendors.
Manages processes for contract drafting, review, execution, and close-out. Works with
program/project managers to implement the procurement process, such as assisting to help
prepare bid packages, contracts, and ensure OMB Uniform Guidance and RC&D policies and
processes are followed.
Evaluates or monitors contract performance to determine necessity for amendments or
extensions of contracts, and compliance to contractual obligations.
Work closely with staff to ensure that the terms and conditions of agreements are properly
Works with program/project manager to clarify issues on contractual requirements, such as billing
procedures and deliverables with contractors.
Ensures RC&D policies and procedures, financial standards, and legal requirements are
understood and met; works to identify needed improvements to established policies.
Maintain tracking mechanisms, including the contracts database, to monitor agreements and
produce monthly reports.
Maintain procedural documentation and provide training to new project managers.
Maintain contract files to ensure they are complete and in compliance with RC&D policies and

Five years or more of relevant contract and fiscal management experience.
or a Bachelor's Degree in Finance, Accounting, Business Administration or related field and 2 years'
related experience or equivalent combination.
Experience with accounting/financial reporting systems, issues and analysis.
Experience managing accounting/financial and contractual matters for projects in a non-profit or
government granting/contracting environment.
Experience with Generally Accepted Accounting Principals (GAAP) and fund accounting principles,
practices and regulations.
Experience with Microsoft Office software including Word and Excel
Ability to manipulate, analyze and interpret data.
Strong organizational skills. Ability to manage multiple and changing priorities.
Accuracy, attention to detail.
Non-profit accounting experience.
US government grants accounting (OMB Uniform Guidance) experience
